I often like many others use my cell phone to surf the internet. Most would expect, myself included, that once you shut off the internet your phone will resort back to just being an average cell phone. WhatI have noticed is that often times onceI have shut down the internet windows, the arrows on the top of my phone which indicate that you are using internet airtime minutes never go away and when I dont notice it uses up airtime and data. Who knows how much this has cost me in usage charges over my several 2 year contracts with Verizon. I believe that this issue multiplied by the millions of VerizonWireless customers is worthy of aclass action lawsuit.

It sounds like you are using a BlackBerry device.

Now, this device will connect to web services constantly. It is always communicating with BlackBerry servers and the wireless network.

If you are a smart blackberry user, you're going to have unlimited data.

However, you may also be using a feature phone or a mulitmedia phone. In that case, no, it is not connecting when you see the arrows going back and forth after you have closed the browser. It is relaying the information that you CLOSED THE BROWSER back to the network to bill you correctly.

Before you go saying "class action lawsuit", because I doubt it will happen, why don't you make an effort to understand how a wireless data network functions before you start screaming data charges.
