 For over a year the Philadelphia water department has been inflating the water usage at my rental property. I own a duplex and during one period of about 4 months the other unit was vacant. The occupied unit had one person living in it. There are no washing machines or dishwashers on the property. While the second unit was vacant for about 4 months my water bill was $200 per month. My initial reaction to the inflated usage was based on believing it was a problem on my end so I allowed with no complaints to the water department to continue to get billed $200 a month until I was able to afford to get the dripping fixed. After finally getting the dripping fixed the bill remained the same. Its been months since I repaired the dripping and my bill is still an average of $200 a month. In my personal home, my water bill with the same company is $50-$70 a month with a washing machine and 4 other occupants. At my duplex there are no running toilets or dripping faucets anymore. There are less people occupying that property than in my personal home as well so I am getting robbed and I am now behind on my bill because I can't keep up. I have a hearing but I'm not feeling optimistic about it because the person on the phone insinuated its a problem on my end, she said I can't be certain about what my tenants are doing. So I feel like Im going to be left to continue paying these inflated charges because I don't live there.
