Igors Petrovs courteously responded and advised me about what to do. I have since received my money back - and I would think www.webelectronix.com is being investigated. However, I note their site is still up - so - DON'T purchase! I was very fortunate indeed - and am very thankful!!
I did write to all known legal agencies with copies of the web-site's info and my own dealings.
