Complaint Review: Wesley Wells owner of Legend Publishing

I've been working with Wesley since 2010. Over the years, he's gotten worse and worse about paying me, and even attempting to make payments. Finally, in October, we came to an agreement that he would pay me for all new projects BEFORE they went to print, AND he would start making large amounts of BACK PAYMENTS in December. In October, he gave me the excuse that his father was suddenly very ill, and that payment would be delayed one week. HERE IT IS, FEBRUARY 17, 2018, AND I'VE NEVER RECEIVED A DIME! I went ahead and provided him with the magazine files in October, expecting him to deliver on his promise. I had to pay my subcontractors, so not only did he not pay me, but now I'm actually "in the hole". Also, the amount he owes me (probably dating back to 2015) is nearly $15,000! The last time I received ANY payment at all was 5/27/17. Wesley always had an excuse (before his father's illness, it was his mother, then it was his siblings, then sometimes it was himself or his son), and he always managed to play on my sympathies, promising that he was getting back on track, and would start making payments. He'd always say "If we don't get this next issue out, I won't have money to pay you." Wesley is a very likeable guy, but I've played the fool for far too long, hence the reason for this post. I saw his printer's post on this site and decided I'd file my complaint as well.
