I have lived inthis comples for 4.5 years. approximate 4 years have been a "Hell Hole". The abuse, harrassment and threats of body harm has been overwheling. In calling the police they say it is a civil matter. The group of Pres. Alan Fried and Jules Korner get together to just plain lie with anyone interrogating. It has been reported to the Attorney General that has one of their employees say it is a civil matter. I am a senior citizen and feel that purchasing into the complex has opened me up to a bunch of ripp of artist that have used their position to take advantage of me. The Have order work without any notification to me charging double for the work to keep their rip off group happy as they were profiting from it. They have used illegial immigrants to help do their dirty work, because they could not go to the police. Including Ruppert Landscaping in Gaithersburg, Md. I am paying the hoa on time for which they continue to try to make it late. They have charged me other fees for which I have not obligated myself. They try to make your life so miserable by harrassment that you will move and they have their agents on site. If you don't use their agents they bad mouth your property to keep it from selling. When they have their agents they get a kick back and those agents living on the complex support this corrupt management. They are using an outside management Armstrong Management from Farifax , Va. that was run out of Washington DC for not conforming to the laws of DC. They are not conforming to the corporate laws of Maryland with their corp. no registered as a foreign corp. to do business in Maryland. The whold group are out to take advantage of the home owner and if you have a weakness as a senior citizen with medical problems they all jump on you as they did to me so that I would not complain, when I have they have retaliated with every dirty trick prossible. The crooked organizations they hire for services last a while because they are ripping off,then they reach the point they cannot stand each other. As crooks do.
No one should abused harrassed in their home. You can be guaranteed for this treatment at this complex. They make up lies that I am sure impress them of their dirty work. These people should be held accountable

As a result of the allegations made by Hallie in her "Ripoff Report" and in her discrimination complaint filed with the Maryland Commision on Human Relations, the Commission investigated the complaint. On October 21, 2008 the Commission published the following "Finding of Facts".

"As a result of the investigation, it has been determined that no probable cause exists to believe that unlawful discrimination occurred. The Respondents' reasons for their actions in case #0708-0475 have been found to be legitimate and non-discriminatory."

I would hope that this finding by the Commission will put an end to Hallie Stone's intimidation tactics to achieve special status in the community.

I filed a discriminating case with Hud in Baltimore. The investigation is on going.
IN the meantime out of retaliation I received a letter from Jule Korner , anager of Whitley Park Condo. threatening any violation I make he will hold for it sanction me with a heavy fine. It seems they are now illegially trying to impose deed restrictions that are not in the condo documents. Everything is about money. As they say this is the new age gangsters. The next step will be to create a fake violation so they can charge me a fine. It is all about ripp off for money and physically harm you if you resist. He has called me into the office before to physically hurt me. I ran out the office without his catching me. Afterward I suffered a heart attack.

After threatening to file a lien against my condo. The condo association and Alan Fried. went to their attorney William J. Hickey in Rockville, Md.

They were threatening of filing a lien for the bogus lawyers fee from Hickey against my home. After Alan Fried going to Mr. Hickey, Hickey 1s threatened me in a letter that I had 30 days from his letter of August 7,2007 ( i received the letter today August 15,07,to pay $881.23 this time he has packaged the fees differently. They are now for late fees and assessment from March 1, 07 until now.

I have always paid my condo fees on time. Hickey is saying in his letter if I don't pay by 31 days that the fees will be $2,611.22. This would be add on fees and a lien would be put against my home for that amount in 31 days.

The consumer Protection agency in Baltimore that helped Alan Fried and Jules Korner hide their bogus letters to me with used certification of mailing are Rebecca Bauman at 301-897-8208. I am trying to reach the chief of the department Chief Silva Silverman at 410-576-6556. I have not been able to reach him or get him to return my call. Ms Bauman gave Alan Fried and Jules Korner a hiding place for them to file bogus letters as if they were true certified copies to me. When Ms. Bauman was confronted in the fact that she continued to say there were only 3 letters and that any iformation that I had was probably notes from the mediatior Mr. Greenbaum. I had to tell her there was an inside informer that said there were more letters. She then admitted to 51 pages of correspondence with Alan Fried and Jules Korner with the lien they had file against me. I kept asking her for copies to be faxed to me. She kept saying her fax could not fax that many pages but she would fax a few pages. Then her next excuse was that something must be wrong with my fax as she fax all the pages on Thursday july 26,07 . She tried to convence me that there was a communication problem with my fax. I said there is nothing wrong with the fax I had someone standing buy to continue check fax so the pages would come into the computer, because I expected excuses..

I told her I was waiting for her to fax and my fax was a commercial fax , there was no number on my fax that was even dialed from her fax. She finally said I will mail it .

I said that could take weeks and get lost because this had happened from one of the offices before. I said If I can't get it faxed I will come over to see the file and I will let your chief know the problem, and I will be contacting my congressman to get that correspondence. she finnaly sent it. Why is she withhold information important to me.

I filed a complaint to the consumer protection in Baltimore Maryland office. Mr. Greenbaum the mediator. said that Alan Fried and Board of Directors would not negotiate the problem and therefore the office could do nothing.

I asked for the correspondence between the Mr. Greenbaum and Jules Korner, Alan Fried and the Board. Mrs. Rebecca Bauman the head of the Mediators office made every excuse saying there were only 3 letters to the defendants in the complaint.

After continually telling her I would go to my congressman office if she did not release the whole file which she continued to say there were only 3 letters to the other party.

After much complaining there turned up 51 pages. In these pages was a lien that was filed against my property it was the lawyers bill for $1000 that was for Alan Fried representation when he threatened to hit me. This was not against the complex it was against Alan Fried. In the submission to the consumer protection office were bogus letters to me using the certification on the bogus letters from another letter that was sent to me.

In this bogus letter it was stating to me that I owed to them $1000 as a lien and if I did not refute they would be filing it as a lien on my property. Obvious I did not refute because I did not get the bogus letter with the fake certification attached to the letter when that certirfication was on another letter that he had sent.

He Made the date on the bogus letter the same as the other certified letter. Clear fraud. But I can't under stand why the Consumer Protection was holding up on this correspondence to me unless Alan Fried knew Mr. Greenbaum and asked him not to send the correspondence to me. I had no opportunity to refute the lien before they filed it against my property.

I spoke to several lawyers they told me it would cost me a lot more than the $ 1000 to get it removed. I said what about my credit that lien goes on my record. In otherwords they are trying to tell me that the more I fight thes group of crooks it will cost as retaliation and this Homeowner association will continue to win. They have obvious done this before.

Everytime I write an organization to complain it seems they get to that organization a files some further liens against me. They also sent them another bogus statement notifying me of work to be done on my property. Treating as a notice that I had received, before they ripped off the side of my townhouse work work that was for $800 plus administrative fees., billing and etc.

They seem to get assistance from agencies that are supposed to be in office for the consumer. It seems they have been able over the years to get their people in the right office to help them ripp of the owners of the association, wheich truly makes owner their cash cow.
I called one of the board members but she has refused to call me back.

Alan Freed and Jules Korner answered a complaint I filed against them with the consumer Protection agency. The consumer protection never told me for rebuttal. They witheld the infomation and Rebecca Bauman administrator of consumer Protection only gave me three letters and witheld 51 pages of letters liens filed against my property and documents of fabricated letters they claimed they had sent to me and I did not object to the lien for $1000 against my home. I never saw the letter or any of the documents at all.

The lien was for attorney fees tht he claimed to have paid when I filed a complaint against him for threatening to hit me for a restraining order.. Jules Korner invited me to the office to pick up pool passes. When I arrived he was prepared to beat me. I had a tape recorder that I pulled out and ran out of the office. Alan Fried attorney fees were charged to me and he filed them against my home. He claimed to the consumer protection that the lien was sent to me and I did not object to it.

I filed a complaint to the consumer office because they noticed me for the amount of money against my condo fees>. I contacted the managementcompany for invoices for what the charges were. They didn't know. I sent a notice to alan Fried and Jules Korner. They sent bogus bills saying they were attorney bills for alan Fried when I took him to court.

I then filed a complaint to the consumer protection and they sent my correspondence to them but never any of the correspondence with these liens they filed on my property with bogus letters they claimed to to me that was never sent to me. Never I have the liens on my property that keeps me from refinancing. Or selling. This is clearly fraud. Now they have come to my house rip off the wood and other things on the house charging $800 plus administrative fees and other charges for another lien. Which will go on my house also without any notice. They are writing up letters saying they sent them to me and don't

I am as disgusted with the consumer protection office as I am with when they purposeful withheld they letters and liens they claimed to have against my property. That I okayed and knew nothing about.

July 23, 09. The manager Jules Korner sent construction people to do work on the side of my condo . The work not needed not ordered and not having any notice of it. I was charged $800 for the work.

The Pres., Alan Fried has touted he has people in the right plase to watch over him. I discovered he has his grandson in the congressman's office as a trainee. The office where I filed a complaint Congressman Chris Von Holland. I had gotten the fluff off and said file with the consumer protection/Attorney General s office, which I did I had them treat me there like I had done something wrong to find out that Alan Fried may have a friend there also.

They sent all my correspondence to him of my complaint and said they siad he would not negotiate. I asked for the correspondence which they kept saying there is only 3 pages and kept saying that and sent me the 3 pages .

I found out there were 50 pages in the file that they kept from me This puposeful done by Becky bauman the administrator of the division. It took some arguing with her until it was finally exposed. She continued lying and saying the 3 papers were all.

I kept saying the documents referred to in these three pages finally she admitted to the 50 pages. Alan Fried has set him self so he can fleece the complex abuse the people with protection from the authorities. He has a hell hole that he is controll and is running a hell hole in Montgomey County and protected by the politicians.

I have been ripped off I have been threatened, abused my priviledges taken away but I must continue pay. continually running up expensed to my house. I now see how the maifa had a place in society for these people that takes over. He has set himself up as a maifa head with his little employees that last for a few months.

This man is sick and a sadist that likes to harm the people. All the authorities say we don't have jurisdiction in this matter. as they smile like a cheshire cat.

How can I expose this Alan Fried and his gang. I have called the newspapers. they don't seem to have interest. It is just another hard luck story.
