Complaint Review: William Armstrong

I sent William $194.00 for various show guppies. He sent me an e-mail saying he had sent them by priority mail. They never showed up. He would not answer my e-mail requests after that. I soon found out after that that there are a number of people he ripped off the same way.
His telephone number is unlisted. His street address is not published. He is hiding behind his P.O.Box and using the USPS to conduct his mail fraud business.
