William Blackburn: Stalker Cop Not Fired! Philadelphia Pennsylvania
Taxpayers paid Deputy Commissioner William Blackburn's stalking victim, Inspector Debra Frazier, $45,000 to settle her sexual harassment lawsuit against him. Frazier said that Blackburn had threatened, intimidated, texted, and perpetually called her day and night. Seven people, including five cops, corroborated Blackburn's claims. Nonetheless, Blackburn was not disciplined in any way, much less arrested. Most municipalities fight blatantly false allegations with tooth and nail. However, the evidence against Blackburn is overwhelming; he is obviously guilty of both civil and criminal violations of state law. The cops do not want yet more disturbing facts to be revealed about him during the discovery depositions, hence the settlement.
