If you receive a phone call from the number 1-703-996-4864 (Caller ID name: Hongbo Cai), hang up immediately! Why?  These people are scammers (and third-party agents for Wirefly.com).


The back story:  My mom will talk to anyone who calls our landline, including people who violate the stipulations of the Do Not Call registry.  Some third-party agents from Wirefly.com  belong with this group, and agents from 1-703-996-4864 called my residence to push their free phone upgrades.  Since my mother is easily swayed, she upgraded two of our ATT phone lines with these agents.  The experience went surprisingly smooth.  


The scam happened when another one of these agents from the above phone number called our house regarding another ATT phone line of ours.  My mom specifically said she did not want to upgrade the line in question.  The agent was very pushy and insisted she "try" the phone.  My mom again said no.


Three days later, I receive a package from Wirefly.com's Fulfillment Department, and guess what? It's a phone.  I was irate.  I called ATT and Wirefly.com.  Apparently, the agent from 1-703-996-4864 upgraded my line without my authorization and moved the line off of the Family Talk plan.  My SIM was also deactivated since the phone came with a newly activated SIM.  I called Wirefly.com to get a return authorization number and to voice my dismay with the whole situation.  They refused to investigate the problem and also said I must return the newly activated SIM with the order.  The customer rep from Wirefly.com basically said I'm SOL with the SIM and would have to get a new one from ATT.  He also told me that if I don't return the SIM with the phone, they would charge me $40 for the SIM.  I decided to just return everything and solve my SIM issues with ATT.


Anyway, I thought that once I mailed the phone and SIM back to Wirefly.com that this whole ordeal would be over.  I was wrong.  Apparently even though I mailed the phone back to Wirefly.com and they received it, they did not inform ATT.  I have an upgrade charge on my ATT bill, and my line was still off of the Family Talk (so instead of paying 9.99 for the line, I would have to pay 59.99 because it is now an individual line).  I spent 2 hours on the phone with ATT over this billing issue, and I found out that Wirefly.com needs to be prodded to reverse the upgrade charge.  Also, I found out that the agent from 1-703-996-4864 called ATT pretending to be me and changed my e-mail address on the account. 


So, seriously, if you receive a call from 1-703-996-4864, hang up!
