wish.com didn't honor 30 day money back gaurentee

I ordered a cell phone from them on 6-26-20, but I didn't receive it till 8-29-20. The Item I ordered will not work with my network so I needed to return it for a refund, no response. I filed a complaint with paypal and then wish told me they couldn't proceed wih my refund till I cancelled my complaint with paypal, so I did. then wish told me to keep the phone and did not offer a refund eventhough I am still in the 30 day refund window. Then I tried contacting paypal and they said since I cancelled the dispute I can't file another one. Now wish has stopped replying to my emails.
