Complaint Review: Wu Jinzhao Baicheng Village no. 145

I ordered a lovely white cotton maxidress from what I thought was a United Kingdom company on March 1, 2018.

With shipping, it came to $71.00 of which $78 came out of my account.  First sign of trouble.  Second, they are supposed to send a tracking number of which I did not receive.  Thirdly, it was supposed to come with 7-9 business days, but came just shy of a month later. 

When I emailed the company, I did get a response, but from a generic email server (communicationlemon).  "Sorry for the delay. Your order #72 is successful. The parcel has been already sent out. Please wait with patience." Still didn't get a tracking number.

I checked online.  There is no company named North Somerset Toastmasters in the UK or anywhere else for that matter.  Secondly, the name billed to my account was "Shouchang 78.04_V".  Shouchuang is apparently in China. 

I received a package yesterday (March 27, 2018) from wu jinzhao, baicheng village no. 145 chengxiangqu pitianshi fugian, ChengZiangQu, PuTianShi Fujian 351100; ph# 15896322370.  I had never ordered the contents; it was an incredibly poorly made blue and orange felt-like material "sweater".  It was definitely even the wrong size.  This was a far cry from what I had ordered. The value on the package was listed as $10 (US).

I checked the tracking number and it was from China and picked up on March 9, 2018.
