I purchased an account through gamewar.com on Sunday July 1st.  The first communication I received was from MoneyBookers confirming the transaction was complete and my credit card has been charged.

I tried to contact GameWar via their online live help - and no one was available.  The live help offered email as an alternative so I proceeded to email GameWar confirming my purchase and requesting verification as instructed in their FAQ's.

I received the following auto response:

Greetings ,This e-mail is related to customers who want to know how to get your questions(s) answered. All other customers, please ignore this e-mail.Due to the recent bulk amount of commonly asked question e-mails, we request that you look at our website database of over 400+ answers to your question(s). If the answer you were searching for is not found in our database, please e-mail us back providing as much detail as possible about your question(s) so one of our US agents can reply back to your question as well as add your question to our answers database. Until we receive a reply e-mail back from you that our database did not answer your question(s), our agents will not reply back to your first email as we will assume that our database answered your question(s).If you are looking for an update on an existing or current account submission, please register to our website in order to view your order status as our US agents cannot provide updates through e-mail.If you have problems opening our URL links in this e-mail, please copy and paste the URL to your right into your web browser: http://www.gamewar.com/supportwww.gamewar.com

I replied to no avail but continued to receive the same auto-email.  It was Sunday so I decided to wait and check again Monday.

After not receiving any communication from GameWar on Monday I decided to call MoneyBookers - the merchant that processes their transactions.  Moneybookers was suspiciously able to contact someone at GameWar and was told they were processing my order and I should hear from them very soon.  

On Tuesday July 3rd I received this email from GameWar:

Thank you for ordering at www.gamewar.com. We apologize for the wait and greatly appreciate your patience and continued support.

ORDER STATUS UPDATE
I am just following up to let you know that your order is currently being worked on. Please remain patient while an agent completes your order. This should be completed shortly.No further work is required on your end at this time.

TRACKING YOUR ORDER
You may track your order by registering to our website and entering your order number to view your order status. Please also note that we currently don't provide order updates through e-mail.

Wednesday, Thursday - no additional updates.  SO I contacted MoneyBookers again and they were able to speak with someone at GameWar - which prompted receipt of the next email:

Thank you for your order with www.gamewar.com. We apologize for the wait and greatly appreciate your patience and continued support. We are pleased to inform you that your order has been verified and we are in the process of delivering your account. Before we deliver your account, we ask that you read the following information below in order to safeguard your account from possible issues that could cause a disruption to your game play as this is required in order to guarantee the safety of your account.

REACTIVATION/TRANSFERRING
We recommend that you don't transfer the character for up to 30 days from the time we deliver this item. The reason is due to that PlayNC has a security measure which if a new IP accesses the account and then you attempt to transfer it, it will automatically suspend the account. After the 30 day deadline, you may transfer it to your existing account but only if you use a pre paid credit card which you then are required to use the original owners information listed above.We strongly recommend that you purchase a time game subscription card (60 days quantity) in order to subscribe this account. The reason is due to that if NCSoft flags your account because of the credit card that you used to subscribe to this account, then we will no longer be able to guarantee the safety of this account and our guarantee policy will be voided.

I then received an email from MoneyBookers stating they were advised the services had been delivered and were closing my case.  

Dear Cxxxx,

You receive this message further to the case you have filed with our service.

We would like to inform you that several minutes ago we have received notification from the respective merchant that the services/goods you purchased have been made available to you.

In that sense, would you please confirm if we can close the non-delivery claim you have filed?

Your feedback at email address us-service@moneybookers.com would be expected in the following 48 hours.

In polite terms I replied to MoneyBookers advising them it was completely untrue and GameWar had still yet to contact me with any information specific to my Purchase.  MoneyBookers said they would contact the merchant again.  

No updates over the weekend so I reached out to MoneyBookers for an update.  Now it looks like MoneyBookers is abandoning the case as well:

Dear Cxxxx,

We are contacting you in reference to the case you have filed with our service.

We have received notification from the merchant that your order is being worked on. We have advised their team to contact you directly in order to discuss the issues you have been experiencing. You can also contact their support team and by providing them with the following Skrill (Moneybookers) transaction ID number: 674775685, you should request further assistance.

In the view of the above, we consider the case as resolved and no further actions will be taken in that matter.

We hope that you will find the above information useful. Should you have questions or concerns, please do not hesitate to contact us.

Now I have no further recourse than to report GameWar, Loot Inc. and MoneyBookers to my bank as a scam and internet fraud. I requested a refund from MoneyBookers and they have ignored my request. Message posts to the GameWar Facebook pages have gone unanswered as the FAQ's suggest submitting support/purchase question there as well.  I will report the pages to Facebook as well as they should be shut down.

Meanwhile after further searching I found the same exact account listed on another website: GameTag.com - No emails or messages to their address and FaceBook account were answered.

Definitely a Ripoff!

I saw your post here and you freaked me out. Turns out they had sent it. Based on that you never responded here, i'm sure you were in a similar situation like me and they actually sent you your account.

Coincidentally - after posting this ripoff report - I received yet another email from GameWar.com apologizing for the delay but advising me my product was already delivered on July 5th - and to check my SPAM filter.

I updated my SPAM filter on day one.  All other emails from this company have come straight to my inbox. I believe it's just part of the repertoire of excuses and delay tactics.
