www.htcunlockingservice.com Refusing refund Internet

I purchased a SIM unlock code for my AT&T HTC One X for $13 (14:43PST)and there was no response from them for several hours. After that I received the following email:

We have checked your order and found that the Unlock Code for your HTC Phone is available in our 'High Range' database because your Network Operator locked your HTC Phone by the high level encryption and we have to use Special Private Unlock Tool from our supplier to generate unlock code for your Phone. 
The final cost for your unlock code is $26.00For finishing the unlocking process please click on this link http://www.htcunlockingservice.com/order-custom/5579_1398447486/#htc and pay additional $13.00.

Reading about the additional $13, I sent them an email complaining about the additional fee which was not told earlier in the following email:

I am a bit disappointed about the additional payment required to unlock the phone being told to me when i have already payed $13. Since you are in this business you should have already known about the encryption type that AT&T applies in its phones and should have told upfront.
I'd appreciate if you could process the unlock code as is.

In the meantime since there was no response from them, I called AT&T and requested the code from them and to my surprise I was provided with the code rightaway for no fees and it worked just fine. Following that I sent an email to htcunlockingservice.com requesting a cancellation of my order and process my refund in the following email:

Hi,

I had called AT&T earlier today and requested for the code and they provided the same to me and my phone has been unlocked already.

I'd like to request for the refund of $13. Kindly process the same.

Kind regards,

Instead of canceling the order and processing the refund, I recieved the following response:

We are making refund only in case where our unlock code is not working (and only after customer will send us proof where his phone showing error "Incorrect Code"). We are sent to you 100% fully working official unlock code. This is not fair to ask refund. We are hard worked to get correct code for your phone, please respect our labor

I'd like to report this ridiculous customer service from this company and would warn all the users who intend to use the services, please DO NOT EXPECT REFUNDS from these unworthy people. There are many other better service providers out there.
