Unprofessional and unlicensed contractor stay away.  Hired for job in Wisconsin, said he was licensed and bonded.  He is not licensed for WI for any work and only registered in MN where he is only allowed one skill set masonary/concrete being registered but is doing excavation to which is 2 skill sets per MN and is required to be licensed, he is not.  He is currently being investgated by both states.  Ty over charges, gives you a low ball quote then increases the cost.  He doesnt listen, starts work before permits are pulled and posted.  After first day I said cease all work, he continued the second day then wanting to charge me.  To top it off that second day he trys to find me looking up my address and goes to my 85 year old mothers apartment harrassing her, filed a restraining order for protection of my mother and I.  Need I say more yet he wants his inflated costs paid being an unlicensed contractor all together and doing illegal work in the state of WI with no credentials at all.

Brief explanation first paragraph: General contractor, said he was licensed and bonded to do work in Wisconsin but was only licensed in MN not WI. I own land in Wisconsin and requested a quote from the general contractor for cement work to build a garage in Galesville, WI. Walchak Concrete LLC in Winona, MN is not licensed in WI only MN, (Ty Walchak). A Dwelling Contractor Qualifier License is not held per the state WI (ESLA) yet he started work before a permit was authorized and the permit was never posted. I informed him no work was to be done until things were in order. He wanted me to pull a permit and I did maybe because he was not licensed in WI. He gave me a fixed quote on costs then changed it to T&M costs without discussion and no written contract exceeding original quote costs and price gouging. I told him to stop all work because he didn't listen and was doing things illegally, then he charges me for another day even though I told him to cease all work because he was not in compliance with permits and I was ignored. I also had a family emergency another reason I asked to stop all work. The guy is very corrupt and due to this I will never work with a contractor ever again. I don't understand how people get away with this. Do I have any recourse if he is not licensed in WI to do any work? I tried to negotiate he threatened legal action. Its not right people get away with this. I will report via a complaint to the MN state agency and a bonding claim as well. I have paid him one installment of $500, calls today threatening he wants all his money. His initial quote of excavation was $1200 which included $600 in land fill dirt 4 10 yard loads and $600 for excavation but now charging me first $3900 but now $3500 and I tried to work with him but no luck. Okay here are some more exact points below: 1. Work done 1 day 8/15/2022, cleared dirt and grass no trees excavation. 2. Original Quote, Ty stated minimal fill allowance 4 - 10 yard loads and excavating original quote cost $1200. 3. Ty first stated each 10 yard fill load was $300 and that he may have some personally. Next thing I know, he calls and says I had 10 loads delivered at $170 a load without informing me, permits and my approval to go ahead. I didn't even have the permits posted yet, forwarded it to him, he didn't post it either. The owner of Able Excavating then calls me back from my message. I told him my intentions for his service and that I heard 10 fill loads were called in by Ty the contractor and happen to be delivered to my lot without approval. He then corrected me saying that was incorrect, we delivered 6 loads at $225 a load to your lot a $10 discount. Permit was officially issued and sent to me at 234pm on the 15th I took pics of the lot at 258pm on the 15th excavation was already done before permit was issued/received by county by unlicensed contractor. Permit says notify department land mgmt 24 hrs prior to land disturbance.
