Please follow up on Ashley's advice. If you're on the level, this could be verrry interesting indeed.
Would the fuel line leading to the tank really hold 2 gallons or more? Never gave that any thought before.
I gotta say, though, you make your van sound like a Rube Goldberg contraption. Got to give it a shake?
I'm picturing a typical fill up with you and it's hard to keep a straight face.
One point I need to make though. Referencing http://auto.howstuffworks.com/volkswagen-bus4.htm they state the fuel capacity was upped in 1968 from 10.6 to 15.8 gallons.
Please do post an update with confirmation from somewhere on your tank's true capacity.

First, you do not have a 10 gallon tank. Volkeswagons are european cars, their tanks are measured in liters. If I remember correctly, those vans have a 40 liter tank (some had 60) let's assume you have the 40 liter tank model. That's 10.56 gallons. Now, your report says you got 13.98gallons in it, but your reciept clearly shows 12.98 gallons. There COULD be something off, but its not outside the realm of possibility for you to squeeze 2 gallons in extra in the lines and what not.
If yuo really think they are ripping you off, its really easy to check. Call your state board of weights and measures and report them. They will send an inspector out to test the pumps. Alternatively, take a container with a known volume (Ie: Exact 1 gallon container) and buy 1 gallon of gas and see how they do. Its really doubtful that they are ripping you off, gas stations must pass regular, random inspections from the state to make sure their pumps are dispensing gas properly. Also, did you prepay for the gasoline and get a different grade of gas? Often when you prepay on a pump, the cashier will choose regular unleaded to turn on the pump, if the customer gets a higher grade of fuel, the amount of gallons will not reflect properly on the recipet. Did you purchase regular unleaded?
