'I now see that I am being punished for temporally being a have not.' No, you're being punished for being an idiot and spending more than you have. Millions of 'have nots' have no troubles at all. 'This intelligent "automatic system" holds the largest withdrawal so then can charge you separate fees on the smaller withdrawals.' No, you're not that special that they are going to single just you out. It's when the MERCHANT decides they are going to request actual payment. And since you spent that money, you should have marked it in your register as spent. Did you really think they weren't going to claim what is legally theirs?
