If you put it in writing (certified I hope), then you're on the right side of the law. You're lucky. At one time they filed for status in your state, so they have an in-state address to serve. and you sent it certified mail - return receipt (proof of delivery) and they are still calling - you can sue them in small claims court for violating Fair Debt Collection Practice Act. You need the proof of delivery in court to prove harrassment.
