You have to file complaints with the Federal Trade Commission AND the Office of Thrift Supervision. THEY WILL ONLY RESPOND TO COMPLAINTS FILED WITH THE OFFICE OF THRIFT SUPERVISION. I know this for a fact as they ignored all my attempts to get them to correct the errors they made to my JCPenney account. They only responded to the complaint I filed with the Office of Thrift Supervision. FYI - they have been sued by in New Zealand for charging interest on 0% interest accounts and have been forced to make restitution to its customers in that country They were also sued by Australia and New Zealand for phone harrassement by their collection dept in those countries. In most cases the payments were sent and received and there was no need for any collection calls to begin with
