HSMC - Human Services Management Corporation (Milford MA) relies on other companies to outsource their employment decisions to them. They discriminate against hiring individuals based on their skin color and their national origin. The way they do this is in the traditional ?racist? way of providing the applicants with a test and insuring that they flunk it. The tests involve a number of metrics, which really aren't that important because they are most likely provided by the outsourcing companies. The methodology to ensure that black or foreign-born peoples fail the test is:
1) They give misleading information before giving the test. That the applicant will have all the time that they need when the test is timed.
2) They interrupt the test with distracting and meaningless noise.
3) The implication before the test that the applicant won't succeed
