Your report would have had more exposure if it was entered in a more appropriate category such as Computer Software, Internet TV, or even Internet Scams. It really has nothing to do with Cable TV at all.
It would also have helped if you followed the Ripoff Report guidlines on formatting, and left out some of the details that stray from the topic and begin to read like ranting.
Capitalizing the first letter of every word makes your report hard to read. Punctuation, proofreading, and the use of spell-check before posting would have helped a lot too.

Of course you're not getting a refund. You are talking to the wrong people! Its like you saw an ad for an item on KMart on NBC, went down to Kmart to buy it, then when you realise that its not what you expected, you ask for your money back from NBC instead of KMart. I hope you see whats wrong with this. Its quite clear that the station is merely advertising the product for the company, If you want a refund, you should be approaching the company for it, not the station. And if you are asking for your money back from the wrong people, of course you can expect NOT to get your money back.
