According to a friend (of many years) that works for LS, he says that if a safety problem exists on a motor vehicle that they have started working on, they have to fix it or... The vehicle can be towed from their view but, you must sign a release that says that you know if you operate the vehicle, they are not held accountable for damages or injury or death caused by you operating the vehicle in such condition. If you insist on driving the vehicle from their lot, they have to give you your keys. In most states they are also required to call the police and inform them of the situation, much like the obligation to report a drunk driver. You are free to do what you want. They are obligated by law to follow such laws.

i worked there for many years and the company does this because they say its legal cover your a**. at the same time if they are comfortable with you as an employee they make jokes about boosting sales, they try to require every vehicle coming in to get a quote for something especially shocks, i was told even a brand new car off the lot NEEDS our shocks because of the warranty. i work for many different stores and they are all the same, conform to there ways or loose your job

The garage refused to give you your vehicle back unless you bought tires from them?!?! So? You couldn't have called the police? I hardly believe someone who is old enough to drive could not stand up for their rights as a consumer. Do you have state inspections in Oregon? Would they refuse to put an inspection sticker on it b/c your tires were bald? Something is missing from this story. Is there more to this, Frank? Come on...you can tell us.
