Luzerne County Children & Youth Services - Randi Setta Casemanager Closed my case without giving it a timely manner and NEVER recieved a family service review Wilkes-Barre Pennsylvania
Hi, I am a mother of 3 children, I live in Mont Co and my children reside in Luzerne Co. and this is my story.
On Oct. 06, 2007 my children's residence was transferred to paternal grandmother who resides in Swoyersville just outside of Wilkes-Barre. I thought I was doing a good thing. On Dec. 6, 2007 dependency action was taken and legal and physical were transferred to paternal grandmother. From Oct. - somewhere mid Jan, I had minimal contact by phone and did not see my children. Paternal grandmother did not allow any visits. Apparently CYS told her if I had any contact they would take them from her. Thats when my voice became heard. I am an addict and I sought recovery. I did EVERYTHING on my Family Service Plan and more.
I did not get along with this case worker Randi Setta from day one. She was completely biased and did nothing to help my family reunite. She made empty promises and did not follow any procedures for my children. Her supervisor who I complained to just turned her head. My children needed counseling my youngest needed a head start program. CYS is SUPPOSE to follow through with their OWN recommendations which they did not. So in the mean time, I went to inpatient rehab, then I was in outpatient services for 6 mos. I obtained a therapist and I'm involved with a 12 step fellowship. Some how all these things just were not enough. Once an addict always an addict. Its really hard to fight that label. But I am very faithful and truelly embraced sobriety today. I am only getting stronger everyday!
Only July 16, 2008 my case was closed. CYS told me they could no longer provide services and that this case has become "personal" They said they would give me one more office visit, they did not. I have not seen my children since July 10. I once again have minimal contact. Paternal grandmother only allows once a week phone calls. With this case closed, a true nightmare began.
Their website states keeping families together. Reuniting families. I have heard nothing but horror stories with this agency. They are under scrutiny by the state. The state down-graded their license to provision. (Not sure what that means) but it cant be good. So at closing of my case CYS said "take this to a private court" (I did this on the same day) and seek visitation and then full custody when I have suitable housing. It clearly states on my petition that CYS recommended this. I was in court on tues Oct. 7, 2008. CYS continues to defame my character. They wrote a letter degrading me, stating facts that were not true. ITS DEFAMTION OF CHARACTER. The letter was unprofessional and yet the judge allowed it. So after all this time I now get Sat. 1-3 and christmas 1-4.
Something needs to be done with this agency. They clearly need to be evaluated on a consistant basis. I'm in college full-time majoring in human services specializing in D&A and also child psych and the juvenile system. I am getting well educated. These people have clearly destroyed families. At one point I read that for every child put up for adoption they get some kind of "bonus" Thats right its an adoption ring and they are using our children to gain state revenue. They need to be STOPPED. Harrisburg needs to step in and do SOMETHING. These are our children. And also I read in another article that 6 mos after your case is closed they can walk back in and take your children and adopt out. Get more money. I have to get my children back to Mont Co.
These agencies are suppose to keep legal and who your children reside with gets physical so that in the event of any medical emergency the caretaker can provide it. By the agency keeping legal thats how you get child(ren) back cause then they give dependency back to their family and reunification befins. Mont. Co CYS would have never let this chaos happen. Not every agency lacks disgusting values as Luzerne Co. CYS does.
