I received a letter from Monarch Grand offering an upgrade to Monarch Grand Vacations Club Connections Exchange Program for an additional $50 per quarter.  They stated I could opt-out if I didn't like the plan, and additional information explaining the details would be available on-line after December 15th, 2012.

On December 20th, I went on line to see the new information. It was not available.  I called Monarch Grand, and was told to the details of the program would not be available until January 1st, 2013, and to contact Diamond Resorts via the internet.  When I did that the web site wouldn't let me register because I didn't have a Diamond Resort member number.  When I contacted Diamond Resort by telephone I was told to go back to Monarch Grand.  After making all of the same contacts again, and being told the same useless information again, I gave up.

I was told by Monarch Grand that I could delay my decision regarding the new plan, rather than opt-out.  If I decided to opt-out there was no way to change my mind later.  (That was the reason for having me contact Diamond Resorts.)

In the meantime, the maintenance fees are due on Jan. 1st and because of the delay in getting a response from either Monarch Grand or Diamond Resorts, I will probably generate a late fee since I am still waiting for a response before sending in my maintenance fees.

I have been an owner at Monarch Grand for many years and have been extremely pleased with their service.  It has only been since Diamond Resorts took over ownership have things gone to hell in a hand basket.
