The transportation industry literally uses your money (has access) and does what ever it pleases to do with it while you are driving.

It begins when you purchase a car new or used. Some triflan dealers will not give you the courtesy of switiching your insurance information after they have sold you a piece of s**t of a car...so you end up with an insurance laspe with your new car. Some dealers will not mention that you'll need new tags, or maybe you can get away with switching your old tags on your new car.

Suppose you sell your car to whomever. Does the Department of Motor Vehicle bother to transfer title registration and ownership information. No, instead they will mail you something from the 1970's in a form of an (1)insurance penalty..(2) another jurisdiction (Comptroller of Maryland) says you don't pay your taxes..pay or we will not renew anything. (3) You did not pay your parking fines.

This is very time consuming. You'll need to gather up all your proof of payments and still end up needing to file for an appeal hearing.

When they tell you its all about the money its really really true. They are not working there stealing your funds as soon as you put your foot inside the door. They are in it for themselves and will rob you blind. Good luck.
