Susan, There appears to be some confusion about this. I want to respond to each of your statements: * No stickers exist that advertise QTBill. * For whatever reason, the credit card you were using was unable to be billed for the phone connection you were trying to make. A greeting was played to you that gave the price for the connection if you wanted to receive a direct bill for the service: "This call can still be completed, however the party or answering machine you are trying to reach is unable to accept charges at this time.To complete this call for 14.95, up to sixty minutes of talk time, and be billed directly to your home, press 1 now." You would have had to press 1, then enter some personally identifying information. Once we were able to verify your identity for a direct bill, the connection was put through and a direct bill was sent.
