I applied for a Visa card at a Target store while charging my new purchases to this new account on November 2 2002.

To this date January 10 2003 did not receive the promised credit card, I did get the bill statement for those purchases with my Visa account number on it,but no actual card yet.

If you received your statement, but not your credit card, more likely Target does have your correct mailing address. However, Target does use the US postal service to send cards, meaning that it is entirely possible that the card was lost in the mail. On the statement you received, there is a number for the Guest Credit Service department. If you contact that number and advise them that you never received your card, the card can quickly be resent to you. If you are concerned that the card has been compromised, it would take just a matter of minutes to renumber the card to ensure the security of your account.

They are actually quite good at getting the cards out in a timely manner. We got ours within 2 weeks. If you are getting bills, you have an account, but I would let them know you never got your cards. It would be difficult for anyone else to use them, as Retailers National Bank has a policy of flagging their cards (store cards and Visas)in the system and requiring ID for first time use.
