Richard Delong (formerly doing business as Premier Roofing in Lexington KY) sold us a new roof. Our house had never had a leak, but there had been an extremely damaging wind storm which made us eligible for a new roof through our insurance. (with a hefty chunk being paid by ourselves.

We signed the contract, and waited. We waited for a few weeks and nothing happened. After speaking to Mr. Delong on the phone, I became concerned. I drove out to the address was listed on the agent's business card as the office. I did find an office, but it was abandoned. Other people who had businesses in the building hadn't seen anyone in there in months. I contacted Mr. Delong the next day and let him know that I work in the law, and that my brother in law is an atty, and we expected the work done soon. I pinned him down to a day, and they did show up and do the work.

Less than a month later there was a huge leak in our living room. Mr. Delong's business partner (a wonderful man who did not know the shadier side of Mr. Delong's character when he went into business with him) came out that day (a Sunday) and inspected it. They had contractors here the next day, and they repaired our bookshelf which had been damaged. We were very satisfied.

Less than a year later it leaked in the exact same place. We contacted Mr. Delong who kept telling us that one of his guys would be out to fix it...probably within a week. Of course that week came and went, and the next week brought with it the biggest rainstorm ever. More rain came down in an hour than had ever been reported in Louisville. There were cars floating down streets! We watched horrified, as all that water poured into our house. We called Mr. Delong again, and were rather loud and insistent at that time. Mr. Delong told us that if we could find someone who could come fix our roof that he would pay for it out of his pocket. At that point I asked for his home address so that we could send him a bill. He told me he'd have to get back with me on that. At that point I knew he had no intention of paying us or fixing the roof.

We fixed the roof, and contacted Richard for payment. Of course he never answered us. We filed a small claims suit for less than we spent to fix it due to KY's miniscule small claims limit. We contacted the attorney general's office and the better business bureau, filing claims with both. Mr. Delong has not been served because he has run away. There are people he contracted with in KY who never got any roof, so I guess we were lucky.

He has given a South Carolina forwarding address, but I have reason to suspect it belongs to family and not to him. I have been told that this is not the first time he has done this. I have heard that he has done this in Virginia, Indiana, Kentucky and possibly in South Carolina. I'm considering making a website dedicated to the people he has defrauded, so that when someone is considering doing work with him they will see it. I feel it's the least I can do...
