upon helping put my girlfriend's mobile home up for sale, it has come to her attention that the management co is now star management and requires certain improvements. As it turns out, start wants the single wides out of the park and you are given such an extensive lists of upgrades to complete like: sending star a completed landscaping plan, permits for window air conditioners, but the real ticker was the new window that I installed.

Whomever was star's inspector labeled the window inadequate ( it is a new doulble pane white on white ) it required small adjustments to put in, but otherwise looks great ( i have been building for 22 years) this is how we found out in a letter from star citing nearly all of the title 25 regulations that she is violating).. not! they want all of the mobile singles out, and they can help you buy new ones, otherwise the lists will be so extensive that you can forget about selling the old coach (no matter how nice) this will enable star to raise rents..there you have it ! take it or not star is a real stinker.

Well, since there seems to be all sorts of fuzzy misinformation, I figured I might as well clear some of it up.

1. Definitely No affair.  My ex left me and the kids a few times and married a former mobile home park tenant who ... Well, I won't go into details, I'm not here to slaughter his reputation. He's happily married to her. Yay for them! :)

2. No kids with Jeff. HA HA HA  Not quite sure how many he has, though... 4 that I know of?! But none of mine share his DNA *or* his last name.

3. Skirt chaser? Yes. Did it take me a few years to stop being a doe eyed 20 something year old infatuated knucklehead? Sure did. No reason to splash information about the who/what/when/where/God only knows why's. Won't get into what I know of his personal life, either. But I will say this: A zebra will have it's stripes forever, even if you shave it and paint it hot pink.

4. Would I hire Star Mgmt to protect my investment? Yes. They can be vicious but at the same time, it's all about the dollar.

The initial complaint by Edward is well founded. The list of upgrades that are required go beyond necessity, they are harrassment.

Here it is 2011, and the shady practices of Star Management continue. Several tenants have sued Star Management and won. They must adhere to California State law, and Mobile Home Fair Practices Laws. Many times Star Management acts as if they are above the law, and this is where they get themselves in trouble.

Request are in fact ignored for months and yes, even years. This is happening at Terrace Gardens in Oceanside. By law they are to respond to a request in 2 weeks, which they NEVER do.

The turnover rate is enormous within Star Management.

The number of on-site Managers at Terrace Gardens over the past 20 years has been about 9 managers.

Managers have averaged 2 years here.

Michael Steiner the owner of Terrace Gardens owns 19 of the 74 units here. Star Management purposely keeps most of these units empty. They are in violation of most of Star Managements own Rules and Regulations. Many are in such bad shape, they should be condemned.

I have met and spoken with Jeff Leek. So has my attorney. A case in which I won against Star Management because of their illegal behaivor.

I had to laugh at the posting of Jeff Leek being a skirt chaser. That comment is spot on. Which is why Jeff Leek has 9 children from several different women. In a converstion he and I had by the pool one day, we spoke about children and he told me he had 9.

In regards to the posting from Sheri~ shame on you.

Yes Sheri and her now ex-husband were managers here at Terrace Gardens for a short time, until Sheri had an affair with Jeff Leek and left her husband Teri. She allowed herself to be impregnanted by Jeff Leek, and now among others things tries to defend herself and Jeff, both with absolutely no moral integrity at all.

She defends her "baby's daddy" because of.......well, you conclude that sentance.

As one of the longest employees at Star Management (and trust me, we had a lot of turn over), I learned alot about the business. I learned how to be tough, how to be a jerk and how to protect the owner's interest at all costs. If I owned a mobile home park and only cared about the dollar, I could honestly say I would hire Star Management. It is a shame that Jeff has to chase every skirt he comes across. No need to wink at me Happy, I left on my own. I think I set the record for the longest employee to put up with the crap and my last name wasn't Cirillo.

Wow. 4 years later and my original post is being responded to... Awesome. *cracking knuckles* Happy1: You are correct, I do reside in a "Star park". However, you are providing misinformation regarding the amount of rent I pay and what the difference in rent is for 20 year old homes in the park vs. the brand new homes (which I do not reside in). Foolishness. :) Suckit714: Obviously, you are unfamiliar with the Health & Safety Code in regards to Manufactured Home Dealerships. (18000 - it's a great read, enjoy!) There isn't such a thing as a 'kick back' with manufactured home transactions when there is a dealer involved UNLESS the 'kick back' is being paid to an escrow or titling company. When dealerships 'co-op' they split proceeds. I'm not going to waste my time on a lenghty explaination as it is painfully obvious that you are uneducated in regards to the industry and, to be quite honest, I don't have the desire to teach you. ;) To both: The original post was from a man who had zero involvement in the sale of his girlfriend's manufactured home. He was not a party to the transaction, he was merely stating his uneducated opinion as an outsider. When a used home is resold, BY LAW it must be brought up to code. Which can often be an extensive list of repairs, this is true. However, it is the parks responsibility to inform the registered owner (seller) of these required repairs. When a resident moves into a home, they sign the rules and regulations stating that they are aware of the landscaping requirements, it isn't management's fault if said tenant doesn't retain their copies. I find both responses humorous. The fact that you both found it necessary to state your opinions about my personal life is immature and caddy. I assure you that I did not work with either of you therefore your opinion of me is unfounded and all heresay. However, with all of this being said, I share the opinion that working for Star Management was stressful. (Working for any property management firm is...) I am going to assume that you both worked in accounting, which I did not - therefore the 'issues' that we dealt with were completely different. Furthermore, (<--I love this word) divulging misinformation and opinions about a complete stranger (being me *duh*) is not what this website is for. Read the Terms of Service. Having worked in this industry for over 10 years, I have worked with "Bitter Betty's" such as yourselves. And... there is obviously a reason you are no longer employed by Star Management. I'm just sayin'... *wink wink*

When I saw all this information, it took me back to the nightmare...that is working for Star. Happy 1 described it to so accurately, I can help but wonder which victim (employee) they were. It is true about Sheri and Jeff shacking it up. It is very true about the turn around rate. As a matter of fact, if you decide to work for greedy Mr. Cirillo and selfish Mr. Leek you are doomed from the start. Jeff and Mike really dont have a care in the world for the tenants in the mobile homes. They care about the money they make from putting new homes in the park. They get a cut out of all the new home sales that get approved to be installed in the parks they manage. In other words, if you sell your mobile home, they might make it difficult for you because...they can. But if you buy a brand new home from one of their buddy's Blue Carpet, they will make it as easy as possible because Blue Carpet will give them a kick back. Isnt there something illegal about that? Oh, yeah, they have good lawyers too. If you already live in a park they manage, you should move or complain to your parks owner as much as possible. If Mike or Jeff owns the park you live in, you are screwed.

The rebuttal posted by former employee, Sheri, should not be considered at all genuine. At the time of the rebuttal, she was living with Jeff Leek in Costa Mesa as his girlfriend at the same time she was married to another former Star Management employee...in a home owned by the wife of the owner of Star Management, Luanne Cirillo. Sheri is currently living in one of the mobile home parks that Star Management manages. The mobilehome park is run by Mr. Leek. Mr. Leek moved her into the home and she pays 1/3 the rent that other residents pay for homes of the same size. She paid no deposit to move in. She had her cousin moved in to the park and she also pays much lower rent than the rest of the tenants. As an employee, I witnessed the way Star Management would ignore the legitimate complaints made by its residents. They refuse to return calls and laugh about it. In one instance, a disabled woman has been waiting over a year for Star Management to approve a wheelchair ramp for her home. They push her to the side, chosing to put their mobilehome sales and other projects ahead. The woman is not able to leave her home when she chooses. She must wait for someone to carry her out of her home and down the stairs. And this is just ONE example. The unethical practices don't stop there. Star Management is currently under investigation for other illegal practices, including discrimination against employees. They have settled several lawsuits against them. Their employees that DO have morals and complain about the way they ignore or mistreat their residents and employees usually quit. When they don't quit, they are retaliated against until they feel forced to quit. When that doesn't happen, they are fired. Their employee turnaround rate is outrageous.

I am dumbfounded at the posting regarding Star Management and Jeffrey Leek. Of COURSE Star Management is going to require a landscaping plan, because some dummy would be smart enough to plant a tree next to their gas meter. Or better yet, next to their neighbors home, thus a few years later down the road -when the planting homeowner is not trimming their tree properly- a branch flies off during a wind storm and ends up in the neighbors bathroom sink. And of COURSE they are going to require you get a permit for your air conditioner! Most of the homes - especially the older ones- are not equipped to run a high powered air conditioner, which can end up tripping meters and leaving your neighbors flipping fuses in their box. And, angry with you.... Onto the subject of your window and the 'small adjustments' that needed to be done. Would that have required cutting the outside of the home, plastering the gap in with putty, and not repainting? *smacking forehead* of COURSE ! Title 25 is the law. Mr. Leek and Star Management are experts in such, therefore.... Perhaps your 'selling improvements' really did violate some of those LAWS? Star Management has been in business for over 25 years . They are great at what they do, and they continue to excel in the Mobile Home Park Management field. Think what you wish, I am sure that EVERYONE in this scenario is glad that you have moved =)
