You are not alone. Go to google.com and key in "steve rainey" (including the quotes) and "paypal". Go to one of the web sites and send your report to the Shelby County Sheriff listed on that page. Also send it to the Dan and Susan, listed on the bottom.

I'm sorry if I don't understand the story, but what's the complaint? Paypal accounts are free to create, and free to use so far as I know... I've had mine for months and never had any reason to worry about it. Paypal is used as a 3rd party instant payment system, kind of like a Credit Card, but without the Credit or the Card part. Additionally, most vendors on eBay will request Paypal as a form of payment simply because it IS so easy to use, and free... So what kind of issue are you having..?
