All of the RBOC phone companies (Regional Bell Operationg Carriers) are required to allow companies to rebill. They are not the piranhas here. The USBI's, they are also rebillers from other companies who can hide behind them, which is annoying, but it's all legal.
You do have to call the phone number on your bill for USBI, they normally will cancel it immediately and credit you back at least 30 days. People do often pay for this for many months before noticing it. It's almost always on the back page of your bill, USBI, USI, ESI, they will charge you for LD, Voice Mail, all types of things that you already have with the company that is mailing you the bill.
I know that seems confusing, but they have to allow that rebilling.
Good luck, try calling that number again, the number associated with USBI, not the phone company.
