Verizon, ESBI 80 YEARS OLD & STILL ACTING LIKE I GOT A HOLE IN MY HEAD! WHAT IS VOICEXPRESS VOICEMAIL?? DALLAS TEXAS

My name is Stacy and I am reporting rip off fraud for my 80 year old grandparents that are living on social security and taking care of a 10 and 14 year old. .
We have recently recieved our phone bill and there is a charge for voicexpress voicemail monthly fee for $12.95 that we did not consent to. My grandmother refuses to pay this bill. I called the number for ESBI @ 888-295-3724 and the woman told me the sytems were down. Then I went to the website they had on the bill and there was nothing, but an email you could write to god knows who.
I am really disgusted with this matter because after I started looking on the internet and seeing other complaints regarding this it really upset me.
