Dominion makes NO money on the budget billing plan. The money is always the customers. It is a perfect average of their past 12 months usage. That is how it is always calculated. When the customer uses less, their budget is decreased. When they use a lot more, their budget is increased to keep their account balance even. If you feel as though you are paying too much and you have built up a negative account balance, simply come off the budget plan. It does not save nor cost you money and countless customers use it. If you overpay, the balance stays negative on your account. Meaning you do not lose money. Meaning if you choose to come off then your next bill is taken from the negative account balance. For example - you build up -$200. Your next actual bill is $100 and your budget amount is $300. You say heck no I'm not paying that! Get off the budget and what do you owe? -$100. It comes from the balance you built up. With your money. Dominion doesn't get any of that. Do some research. This company is by far the most lenient electric company I have ever heard of. Show some appreciation and pay your bills!

Actually when you think of it it is a ripoff. You overpay $200+ in the summer and in the winter you may save a few bucks, yeah that's a rip off you may as well pay you normal bill as is. If you take this upon yourself then its your problem but if you dont then they entered you into an agreement with out your consent and should refund your money. The ticket the created at the bottom of the bill seems a bit deceptive. This is what companies are hoping for b/c they are actually relying on those who are either ingorant or just didnt pay attention and thats not fair but its probably legal.
