The Better Business Bureau and New York State Div of Consumer Affairs failed to solve this problem over the course of 1999. They recommended small claims court, stating they could go no further than to document the complaint and request the spa to credit my visa account.

Ultimo Beauty Supply, Bronx, NY ...the No cash back stores
I purchased aan Oster detachable blade systen at Ultimo Beauty Supply located at 68 West Fotdham Rd. Bronx,NY.
I used my credit card because they had a sign that they didn't gave cash back.
I went to return the product and they refused to give me the credit only store credit...
