You need to file with the FTC, not fcc. Debt collection stuff is an Fed Trade Commission issue, not communication. Anyway, contacting either one won't result in anything, don't bother. Instead, file with Attorney Generals office in the state NCO is based in which is PA, you can file a complaint online and you will hear back from them, unlike the ftc or your probably own states AG.

This is the standard reply from TU. Why? Because they get paid by scum such as ALW/NCO etc. Don't give up. Just keep after TU and threaten legal action unless they can provide a copy where you authorized the HI. They can't and won't. After several submissions by me to them they finally sent me a notice that the inquires in question do not appear on my report. This after they had removed same. Be sure you keep copies of reports showing these ILLEGAL HI's. They could be worth some money and I would suugest whatever you recover be donated to this site.
