I received a bill from Americatel with my personal information with the phone number I got when I moved to my new home in 2001. The bill was for phone calls made in 1999.

Here's how stupid these people are, along with the bill came a letter of introduction telling me about the company and this additional information: However, we have found that your local telephone company does not have a billing agreement with Americatel. Therefore, your telephone number is unable to make long distance calls through Americatel and its dial around access code 1010-123.

I laughed, and (thank god) save the letter. Today I got a letter from a collection agency, AFNI, Inc. I attempted to call them but you can't get through on the toll free number.

Isn't this, along with being a ripp-off, mail fraud? And by sending your data to a collection agency and threatening your credit rating, isn't that extortion?

When Americatel validates a phone number to see if its billable, we only validate the number, there is no way to validate anything else. When you moved to this new place, the LEC or CLEC asigned you the phone number which might have been someone elses number before. If that person didn't pay the bill it goes to the collection process. Then you got the number, we tried to bill the phone number, but have no idea that there is a new owner. By law, we tell you that we have been trying to collect the late bill and also that we recently validate the number and that now it seems to belong to a CLEC which we cannot bill, so if you want to settle this bill it could only be throug credit card, check or money order.. Also, by law, we can report this issue to the credit buroes, but we only only do it as a last resource, is not extorsion... More information at: Www.Americatel.com
