I would have contacted my Credit Card Company and requested a charge back (http://en.wikipedia.org/wiki/Chargeback) and then let AT&T deal directly with the Credit Card Company instead of with yourself. Then you could have filed a claim with the BBB which would have contacted AT&T on your behalf in regards to this issue and if that was left unresolved in a satisfactory amount of time. Then proceed to take them to the small claims court. Even though they are a HUGE company. This debit is below 4000 and can be processed by small claims court. You have the tracking number to confirm they got the equipment. Thus, you have the rights to your money. Also, I would report this to media outlets in your area that will put pressure on AT&T to act faster.

Small claims maybe? But if I remember some other claims from this site, they may be processing a refund, but it will come by check in 45-60 days. Just a guess. Remember that this did start by not returning their boxes to them.
