The report is not true and full of unsupported by evidence accusations. My issue was with the updated zoning regulations, not animal care.
This report was created by the President/owner of our local private shelter, person of unclear status, who is paid $70,000+/year by this private shelter to operate as a "humane investigator", and who has direct interest in obtaining animals from all sources possible.
Attached is the report by the local Animal Control department based on their investigation and observation. It says: "I found NO violations under care of animals or for animal cruelty".
None of the pictures presented in the original report is of good enough quality to serve as evidence of anything, let alone horrific accusations against me.
The original AKC report hasn't been posted, just the letter by a 3rd party who never inspected the kennel.
This is not Freedom of Speech. This is Freedom of Insult.

I purchaced a dog from Irina. I had a Doberman in the past and had just lost an English Bulldog. I found the website for Canis Maximus Kennels and was very excited that they were in close proximity to me. I called Irina and she was quite rude. It should have put up the red flag right there. She told me that she had an older pup (13 weeks) that met my request, which was red color with ears uncropped, that "wasn't show quality and she just needed to get rid of who would be $500 instead of $1500". Red flag #2! I think I was just so excited to get a new pup that I completely missed the now obvious warning signs! My husband and I got to the house and Irina met us in the driveway with a beautiful black and tan Dobie pup. She asked me if I wanted to hold home while she went inside to get my pup. She brought out a very skinny and clumsy 13 week old boy. His feet were way bigger than the rest of him and he was awkward but what adolescent isn't. He was extremely loveable but this was probably because he was in the conditions that were listed in the article, starved for affection. He had a few bald spots but Irina told us they were "puppy bites" from playing with other pups. We took him home. Well, we soon found out affection was not all he was starved for. My son named him Captain. Captain was starving. We got home and gave him some food and water. We had to take the food away because he was not even chewing it and at 13 weeks already had food aggression. This little guy was ready to take on our 140 lb Mastiff to get some food and water. He is 18 months and still needs to be seperated from our other dogs to eat. His first vet visit 3 days after we got him really opened our eyes to what we had gotten into. Captain was severely malnurished and dehydrated, he had bilateral eye, ear and urinary tract infections. He was "infested" with mange. Our vet told us that he was so severely neglected that he would have died shortly if we didn't take him. Needless to say Captain has been quite the little money pit. He still has major bald spots, he has chronic eye infections, he is virtually deaf from the severity and length of time he had the ear infections. He is also what our vet calls "her special needs Dobie" . Just like an infant that is severely malnurished from birth, Captian has some develpmental disabilities. He is just not that bright, but we love him anyway. We did not return him to Irina because we knew in our hearts that it would be signing his death sentence. I am so grateful that she was finally investigated and hopefully her puppy mill will be shut down. I can only imagine how many pups are out there like Captain and even worse how many she "just got rid of". All of her animals need to be taken away and she needs to be shut down.

Irina Barrett was, by a unanimous vote of 5-0, denied a zoning variance by the county to continue to operate the illegal kennel she has been running for nearly four years.
Rather than give my opinion on her respect for the law and her concern for the dogs in her care, I will let her own words speak for themselves.
I've also attached the letter that the AKC sent the local sheriff after their last inspection of Irina Barrett's kennel.
Two things to consider when looking at this letter.

So AWESOME that your Article sparked true concern and Fauquier County citizen involvement in appearing at the Zoning Board to raise complaints and prevent this woman from obtaining license/permits to continue her "Puppy Mill" operation! I posted your original article to Fauquier Now Facebook page and the ball started rolling. To think WTOP Radio has now picked up on this story is encouraging as I think our local TV stations (WUSA, Fox5 and WJLA) should as well. Keeping fingers crossed Fauquier Times Democrat puts the story on the front page so that all County residents (who do not use internet/Facebook) are made aware of this woman's treatment and profiteering of defenseless dogs. She moved from Fairfax to Fauquier to broaden her operation, but now that others know I remain hopeful she is shut down, banned, and her animal abuse recorded so that she is prevented from EVER conducting "puppy mill" operations in any other VA County in the State.

Lots of local news coverage on the zoning appeals hearing yesterday. This story is the most comprehensive of the bunch.

This article, posted on Facebook by a neighbor, made me just heartsick for those mistreated dogs. As a dog owner, I cannot imagine a person who would subject a dog, much less this many dogs, to such inhuman treatment. This Ripoff Report investigation should be submitted to the Fauquier Times Democrat for their readers. I am cutting and pasting the article and submitting it to them. Whether they decide to follow-up for verification is entirely up to them, but I certainly hope one of their journalists contacts the author and this information becomes widely disseminated to our County residents by virtue of a front page article. I hate the thought that this woman (if you can call her that) continues this kennel and breeding operation in the County I pay taxes in, that prides itself on "Agricultural" values. To me, those values include the safe and responsible administration of animal husbandry in all forms: livestock as well as domestic animals. Thank you Ripoff Report for bringing this to my attention. Hopefully, the information on this woman's operation will circulate and she will be SHUT DOWN completely.
