I worked for Charles Jerome Broquard dba Broquard Water Art he is the worst employer I have ever worked for. He would consistently not pay payroll hold payroll and or give out bad checks. He operates with no business licences has employees drive vehicles without proper registration or insurance.He deliberately does not pay vendors as a tactic to negoiatiate a lower price.He does the same thing with employees constantly not paying them hours worked or inventing back charges long after the work has been done.He did not pay workmans comp or payroll taxes and last I heard was being investigated by the Los Angeles Sherrifs Department for fraud. At one point I heard he was arrested with a 250.000 dollar bail. I put in a fountain in NYC at Rosa Mexicana on Park he promised to pay me when the job was done for 6 weeks work where he knew it would be impossible to cash out of state checks.I worked there for 6 weeks when I got off the plane he paid me 1300.00 when he owed me 3300.00 I waited a week for the pay and when it was not paid filed a complaint with the california Labor Board.the Labor Board told me that he had several complaints against him and that there was little chance of collecting.I have contacted Broquard at his web site and demanded payment with no response.I have not been able to figure out wether he is in jail. I strongly suggest to anyone to stay away from this very shrewd con artist. The more I find out about him the clearer it becomes this is a recurring pattern with him. If you have any information about him please post it here as I am still trying to collect my back wages and trying to get an accounting on pay roll taxes withheld and not paid to the government.

I'm a former employee and I agree that you dodged a bullet with this guy. I and alot of other people are looking for him. If you have any info on his last known address, please let us know. I have people looking for him to legally seize assets. I understand that IRS and the Sheriff's Department raided his factory a year or two ago. They came up empty handed because Broquard had cleared out the factory and now has relocated somewhere in LA. When I worked for him he had a suite of offices near the airport on Sepulveda and a factory over in Hawthorne. If you know where he is NOW, please let me know.

I wanted to add to the reports on Broquad. For the longest time I was bitter, but now I thank my lucky stars that he blew me off. I was just taking the leap with my freelance writing career and after a significant screening/testing/negotiating process, Charles and I agreed on terms where I would write his Web site/brochure copy. It was likely to bring me $10,000, which was badly needed. I cleared my schedule and signed an agreement contract and was just waiting for him to send me the material when it never came. I called and emailed multiple times and received no response. I was so devastated, but now I am beyond glad that I didn't actually DO all the work, just to end up unpaid. Beware of any dealings with Charles Broquad. What a sleaze!

I am a former employee of Broquard who quit along with just about everyone else who worked there. I have since moved back to Atlanta, but I have an agent in California seeking to collect on my judgement against Broquard. I won by default because neither Broquard or his lawyer showed up for the Labor Board hearing. I stand to collect over $4000 if he can be found. My agent said that a raid was conducted on the factory but last time the Sheriff was out there, the found Broquard hiding inside. They attempted to do an inventory on his equipment and such but at last word, there's hardly anything there. It may be that Jerome has moved his operations elsewhere in the city or even out of state. My agent can't find him anywhere. The website is still up but I don't know if it's being maintained. I, too, would like to know where Broquard is and where he's operating so the Sheriff can pay him another visit. Does anyone know how he managed to get out of jail and if there is still a case against him? I know the IRS and Immigration are interested in him as well.
