Complaint Review: Donald Carter - San Antonio Texas

Mr. Donald Carter of "Nations Irie Vibes Booking service" in San Antonio, Texas "booked" me to perform at a festival in the UK. He and his accomplice (who said he lives in the UK) said I would need a work permit/visa to travel to the UK. I was told by the "UK Promoter" via email that he has a person who takes care of all work permits/visa for artists. I was to email her and tell her that I was invited to perform at his festival in the UK and she would process the necessary payments.

I emailed this person. a Mrs. Bruce Kelly ,informed her that Andre de Quadros, the "promoter" had asked me to contact her and ask her to help me obtain my work permit papers/visa. Mrs. Bruce Kelly replied immediately and told me that she knows Andre de Quadros and she would help. She told me to send her immediately $435.00 and she would process my work permit /visa papers as soon as she gets my payment. She also said I should make sure to send her a copy of the payment receipt for confirmation.

I sent the money to Mrs. Bruce Kelly, notified Mr. Carter and Mr. Andre de Quadros by email that I had sent Mrs. Bruce Kelly $435.00. Neither Mr. Donald Carter responded to my email message.

Two days after sending Mrs. Bruce Kelly $435.00 she sent me an email informing me that my papers had been filed but I need to come to the UK within 72 hours to sign the papers. I told her that's impossible as I'm in the USA. She said she had a lawyer waiting in her office ready to sign the papers on my behalf but he needs $395.00 to sign them. I told her that is too much money to sign work papers and I was not going to give her another dime. I told her to send me back my documents and the $435.00 I sent her. She became irate and said "how am I suppose to do that?." This happened in January 31, 2017 and I still have not received my work papers or visa or my $435.00 even though I have asked Mrs. Bruce Kelly repeatedly to refund my money if she is not going to give me my work permit papers.

Recently, 7/31/17, I emailed Mrs. Kelly, Andre de Quadros and reminded them that I haven't received any work permit papers/visa from them to date and as such I wanted my money back. They told me that they need $395.00 more to process the papers and after they receive that amount they would release my work permit papers. They also told me to send the money to a US bank in MI to a Mr. Richard Hook and I should send them a copy of the receipt and I shoudln't forget to send that receipt very important they said.

I checked with this bank in MI and they said that account these crooks provided me is fraudulent.

I told Mr. Donald Carter, the booking agent, that I sent these people money to get me my work permit papers and I have not heard from him since I paid that money. It's been six (6) months. It's very strange that Mr. Donald Carter of "Nations Irie Vibes Booking service" in texas who introduced me to those fradulent "Festival Promoters" in the UK and "booked" me to perform for their festival have not contacted me to check up on my work permit papers/visa status.

I checked with the festival in the UK this week 8/1/17 and asked them if Andre de Quadros and Mrs. Bruce Kelly is affiliated with their festival and they  said they do not know them. They are not affiliated with their festival. It is clear that I am a victim of an Internet Scam perpetuated by Donald Carter of Nations Irie Vibes Booking Service (USA); Andre de Quadros (UK) and Mrs. Bruce Kelly (UK). Mrs. Bruce Kelly told me she worked for Hays Travel in the UK, I checked with them and they informed me that she is not and never was an emloyee of theirs.

I want everyone to know about these con men/people and let's expose them and please don't fall for their scams. I would like them to be investigated and brought to justice. Don't work with Donald Carter the so-called booking agent he is either an accomplice or an unwilling bystander in this scam but I doubt it.

I have asked "Mrs. Kelly" and "Andre de Quadros" to send me their phone numbers repeatedly and I get no response. I can only contact them by emails. Here are their emails so that you can avoid being scammed and rip off by them including Donald Carter:
