..but do not delay. Although exceptions are made if a seller has a lot of disputes..generally, you only have 45 days to dispute. Do not let the seller stall you as if it goes over 45 days before you get the item, the dispute process becomes that much more difficult.
Sign on to your eBay account..on the top right click the "help" link, then "resolution center". Follow instructions. Be patient, this company handles millions of transactions at a time and are not going to drop everything else because you did not receive your item yet. As long as the item is a "tangible" good, you will get a refund or get the item eventually..the seller only has so long in which to make good and provide proof of shipment.
You can call eBay if you want..but be aware customer service (if you call it that) like almost everyone else, is outsourced to India and it can be frustrating...only do this as a last...and I mean very last resort.
Once you follow the proper channels via the resolution center you will be given the phone numbers for eBay contact. They just prefer you do it online rather then call them first since these matters are usually settled between the buyer and seller before eBay or PayPal has to step in and reverse charges, but mark my words..if the item you purchased meets the criteria and you lodge the dispute before 45 days, you will have recourse.
