Stephanie, My story is completely different. I was well aware of all of the fees up front. I have terrible credit (due in part to a truly fraudulant credit card company named Cross Country Bank, read their ripoff reports if you want to see something scary) and I saw this as a way of rebuilding my credit. All of the fees were clearly documented on my application. A received a card with a $250.00 limit. However there were several "activation" fees that were immediatly charged to the card. I paid those off and have been using the card for several months now with no problem. The main difference between First Premier and Cross Country Bank is that Cross Country seems to deliberatly withhold posting of payments until a late fee can be charged (I routinly made payments to them 2 weeks early and I was charged late fees every month). If you truly did not receive documentation about the fees then you have a reason to be upset. However, I would advise looking back through your paperwork.
