On Sept. 11 2012 I hired Jason Raffa to complete simple updates on a Joomla content management system.  He advised it would take 2-3 hours to complete and would have the job complete within the week.  I paid the fee and sent over all necessary info for him to get started right away.  Every week I checked in for an update only to given an excuse that he hadn't had time and that it would be done in a few days.  After nearly 4 weeks, I questioned why the work hadn't been completed and at that time he complied to refund my money.  The next day when I asked when to expect the refund he then said that it was an error in our hosting and that he "did the work" but the page would go live b/c of a hosting issue.  At that time I did some research and found the other Rip Off reports stating similar scenarios.  I filed a dispute with PayPal however they would not support the dispute due to the nature (service related) and advised filing a report with IC3.  I then had our host support verify if there was any work done and identify any issues, they could not find any traces of his work and there were no issues with our hosting.  I then hired another programmer that completed the job in less then 45 minutes and also verified that there was no trace of Jason's work on the site. I confronted Jason to refund the money to which he refused, even though 3 days prior had offered a full refund since he had not fulfilled his part of the deal. I prefer to support independent freelancers and was hugely disappointed that he would run such a scam.  Don't make the same mistake as me.
