He sold a motorcycle on ebay-motors for $3800.00. He kept in contact with us until payment was received in full and he promised to ship merchandise via fed-ex. he never did and disconnected his email address as of 4/16/2004

Did you buy/send the money order outright at a store, like 7-11, or did you use www.bidpay.com? Bidpay is better because they will keep track of every step of the money order process, but you should at least have the money order number, regardless. You can look up the number on Western Union's website, to see if the money order was, in fact, cashed. How long has it been since the transaction took place? You know you can file a report with Ebay, right? Go into "My Ebay". At the bottom, under "Trust and Safety" click on the hyperlink "File a Fraud Complaint". You will only be able to recoup about $200, but that's better than nothing. You can also use "Square Trade" (the hyperlink is under "File a Fraud Complaint"), in which case you MIGHT be able to recoup more of your losses. Check the seller's feedback -- Do they have a history of doing this? Always be sure to check seller feedback before bidding. Also, when bidding in Ebay motors, it's always better to, if possible, bid on an item whose seller is located near you. That way, you can pick up the item instead. Not only will you have a better chance of receiving said item, but you'll save on shipping charges. You might also be able to use local channels to help you recoup your merchandise/money, in that instance. Like the previous Rip-Off Report user said, PayPal is the best method to use for big purchases. They always offer you a Buyer Protection Program: For a small fee, your payment is insured. Bidpay.com is the best way to go for money order purchases. That way you have iron-clad proof that you paid. Make an attempt to contact the seller via Ebay's "Contact Seller" page. They usually will list a phone number for the person. Go into Ebay's Message Boards (under "Community"), to find out what other people did in similar circumstances. Follow Ebay's advice to the letter. If it becomes apparent that you have no hope of getting your merchandise or money, leave negative feedback so that others will not be duped by the same person. The feedback system is the best way to ensure safe and happy trading on Ebay. Good rule of thumb in Ebay Motors: If you don't want to bid on an item whose seller resides in your geographic area, try to bid on items sold by a COMPANY, rather than an individual. Also, on purchases THAT large, don't bid unless the seller has at least a 95% positive feedback rating, out of at least 500 comments. If they're feedback is less than PERFECT, read the comments to see what types of problems other bidders had. Did other bidders never receive their merchandise? Was the merchandise merely shipped late? Was it damaged in transit? Was the merchandise misrepresented in the auction? Ask these questions when reading a seller's feedback comments, and then use your best judgment BEFORE placing your bid.

Because if you did, you have NO chance whatsoever of getting your money back. I would be very concerned about the fact that he had a foreign address. If a seller doesn't take Paypal, DON'T DEAL WITH THEM. As sucky as Paypal is, at least you have some recourse.
