We have an important message to tell you about a Beaumont, TX, based structural engineering firm called
Neches Engineers. It's so important that the public has a right to know. In fact, government agencies will want to know about this too.

JOHN SHACKELFORD'S ALLEGED HUB VIOLATIONS

Neches Engineer founder John Shackelford filed paperwork with the Texas Secretary of State claiming his business is a HUB business. We have plenty of evidence that proves John Shackelford lied to the Secretary of State. If Shackelford lies about his business status, what else will he lie about? Would he lie to a client he hired? Based on our encounters, he would because pathological lying is a way of life for him. That's because it runs in his family. Let's look at the evidence, shall we:

Neches Engineers is an engineering consulting firm provides engineering services to public and private
sector clients. It was founded about 20 years ago by John I. Shackelford, Lamar University civil engineering graduate. (We believe the I stands for Idiot-maker!)

The woman in charge according to the HUB certification is Amy Makin. She's an office manager and has no
professional engineering license in the state of Texas. Listed below are the reasons Neches Engineers is not a woman-owned business:

Negotiate and Sign Financial Contracts: This is unusual because most engineering firms have the President or Project Manager sign the contracts. We have several examples where President John Shackelford has signed the contracts for the City of Port Arthur.

Negotiate and Sign Bids/Proposals: This is usually done by the President of the firm., not Amy Makin.

Hiring and Firing of Management Personnel: How does an office manager hire and fire an engineer? Amy is not licensed under the Texas Engineers Practices Act and is unable to determine whether an engineer is a good one. John Shackelford can do that.

In addition, most of the people at Neches Engineers are related to John I. Shackelford according to the
Neches Engineers website.

Supervision of Day-to-Day Operations: An office manager just answers the phones. This could be supervision of day-to-day operations, but only John Shackelford can make decisions for her.

WHEN SHACKELFORD PRACTICES ENGINEERING, HE DOES A PRETTY BAD JOB AT IT

We have filed a Freedom of Information request to determine whether Neches Engineers is a good engineering firm. What better way for us to look at it than through a copy of a design Neches Engineers sealed. We reviewed his design for the platform / generator stair for the City of Beaumont Police Station.
He violated the city's building code in so many ways.

He failed to list provide typical engineering data such as loads, generator weight, grating weight, wind loads, skin friction and end bearing of drilled shafts, seismic loads, snow loads, and lateral system type per 2009 IBC Chapter 16.

He failed to list the required inspections per IBC Chapter 17.

He failed to provide so many concrete reinforcing details like standard hooks at columns and slab ends,
reinforced lap splice lengths, typical concrete to beam intersection details, trim reinforcing at slab openings, and construction and control joints.

He failed to identify rebar stirrup types for the beams.

He even allowed column stirrup spacing to be larger than the column size.

He failed to realize that concrete beam to column connections will not work for constructibility reasons
because three beam bars frame into three column bars. The number of beam and column bears should not match.

He failed to provide structural steel details such as shapes, bolts, and welds, especially for the handrail
details and their connections to the stringer.

Our favorite violation is the one where the drawings are stamped FOR BID ONLY and the revision block has the phrase Issued for Construction. If the drawings are stamped Issued for Construction, then he needs to sign and seal them.

Obviously, Shackelford doesn't perform due diligence in his designs. Stay tuned as we identify more of them in the future.

INFORMATION ON NATALEE PATRICE SHACKELFORD-BAUGH

Patrice Shackelford-Baugh is John's daughter. Not only was Patrice Shackelford-Baugh employed by Neches Engineers, she was also employed by the City of Austin Public Works Department and her husband's business Fluid Landscaping. We wonder what her daddy's professional liability insurance must think of that.  Guess what? We have already informed them. Time for John Shackelford to pay higher rates and avoid getting work in the future.

While at the city of Austin, Patrice participated in a wrongful termination hearing of an employee who
reported life safety violations as required by the Texas Engineers Practices Act. She took great advantage of the situation to get a competent person fired because she wanted to divert attention from her daddy's unethical behavior that we have described above. Based on this information, her family does not have an ethical construct.   Despite the fact she zones out while working at the City of Austin, (Patrice actually stated this to the investigator!) she will tell falsehoods to get that employee fired. Guess she must love hearing herself talk! Patrice is apparently not a member of the ethical or reality based communities. For Patrice, violating City of Austin policy to maintain her own job at any cost to people smarter than her is a way of life.

Patrice cannot tell the difference between a man's voice and a woman's voice over a phone. She'll state
that someone screams at people even though she will not reveal who they are. She apparently has no problem allowing other people to overhear privileged information about an employee's medical condition. Obviously, she allows HIPAA laws to be violated on her watch.

For Patrice, she'll claim that other people have too much drama. If it's from her, it's no big deal.  Such sources of conflict include her mother-in-law and her wedding issues, her baby conception issues, her
hubby's landscaping company called Fluid Landscaping, her hubby's alimony garnishment for his ex-wife's alimony, and her pregnancy.

Shame on John Shackelford for raising this ethically challenged, spoiled brat named Patrice
Shackelford-Baugh.

CONCLUSION

If you want to do something, it's as simple as being careful when you use Neches Engineers, the City of
Austin, and Fluid Landscaping.

Thanks to the Shackelford family, they have wrongfully forced people out of work and are now hanging on to dear life. Patrice had no problem allowing the former co-worker to be denied his/her life-saving medication. Patrice and John Shackelford, have you no decency? We have forwarded this information to the public at large. TV stations and newspapers in Beaumont love it.

We expect Patrice and family to lie like a rug. That is all they are good at. So if they respond, expect them to lie even though publicly available evidence shows otherwise.
