I rented a car back in 2004 from a car rental. I need to keep the car longer due to mechanical problems with my car. I went to turn the car in after I spoke with the rental company and they took another deposit which was available on the card. i went to turn the car in and the rental car explained that the had bill the difference to the to the card. I explained to them that the amount that that they billed was not available on the card . They stated they they forced the amount through. I called netspend to see what happened and how could you let a charge go thru on a pre paid card that has no money on it. they stated the charges were declined they didnt pay for the charges. I called the car rental company back and told them what I was told by netspend. They insited that I had a zero blance. They told me to wait a few days and see because maybe they reversed the charged. I didn't call back in a few days, but about a week later i recieved a can from the branch manager for the rental car and he staeted that the payment was reverse and i will have to pay them back for the charges. I got a letter and everything. So I paid the rental car back and that was the end of that.

Now about four weeks ago 5 years later. I get a new netspend card in the mail that they sent to me, not at my request. it was such a coincidence becasue the eletric provide that I have is not not like a TXU or anything i have a cheaper one that is better for me becuase i live in an apartment with my 10 month old. Sunday I had to borrow $200 from a friend to pay that electric bill and becaus they take only credit or you can western union the money. i thought it would be wise and cheaper for me to activate my card on a pay as you go plan, so I would only get charged a 1.00 for the transaction verse paying a western union fee that i didnt have. So I call over the phone and activate my card and assign a pin code. Then I go to ACE to place the $200 on the card. The amount on my electric bill is $165.00 and was usind the rest for gas. I called them to get the text alert on my phone so it could show me my balance. It sent my phone and showed that i had a $200 balance. I stop to put gas in my car and the card delcined and then I called the electric provider to pay my bill. It was declined, so i called and stated talk to 2 people that i could barley understand. she stated that i have to remove the block.. I ask what block she said very your information. I gave her all my info and then she tell me that you are not eligible for a card. I stated to her if i wasnt eligible why did yall send me a new card thet expires in 2013 in the mail. She stated she didn't know. I ask why is there a block? She stated it is for enterprise. I said do I owe yall money and she you have no balance, but I cant get my money because its blocked. I told her to let me talk to a supervisor and i spoke with Patrick and it was the saime thing .. I asked him why send the card to someone to who has a balance and why i haven't recieved not one bill from yall. He didn't know. He stated that he was not able to unblocked the card and after asking him several times do i have a balance and he would not answer. I know i don't have a balance I have my documentation from the rental car company where they reversed charges and where a paid them myself.. I explained and pleaded with him to help get this straight and he stated that he couldnt help and can't unbloacked the card. i explained to him that my light will be turned off if I did'nt make my payment by 6 pm 06/22/09. I also explained to him that i dont work and i have no mo money, because im not working, i have a 10 month old baby and we are barely making it. I had to borrow that money from a friend and NOW.. THIS MORNING MY LIGHTS ARE OFF... I AM SO UPSET. I am here at my mother house this morning wondering what am i gonna do. Now i have to pay additional reconnect fees to get my electric turned on. How could they do me and my baby like this.. The little food I have will be spoiled. To top it off Patrick last words to me was he could not help me and he is a supervisor and he didnt try. It's only 200 but thats all i had.. thanks to my friend. I have call this moring and nothing has happend. this is robbery and they are lying and have messed up. I will reprot this to all media tha I can and will contact the ACE coporation to let them know how what they did. i have all my paper work and nothing form them saying nothing about a balance why, because I DON'T OWE THEM NOTHING!!! I need help with this Thanks

The merchant is to blame, not Netspend

The rental company told you they forced the transaction. What this means is the merchant violated the rules, not Netspend. They even admitted to it! If the merchant receives a decline code for a transaction and runs the card again, forcing it through, this is a clear violation of Visa and Mastercard rules.

It is too late if this issue was not resolved soon after this posting but I would advise to cooperate and get the documents from the rental and have Netspend investigate to charge these funds back to the merchant.

OMG__I am so sick and tired of you people going and buying a product,you don't read the terms and conditions that come with this card.  I have had this card for 5 years without any problem for the simple fact i read about the company and this card.

You said it yourself the company forced posted an amount from your account and merchants can do this which will either take the account negative or to a zero balance and when this happens you have to take the matter up with the merchant.

you could have ask for your account history be sent to you showing the force posting or you could have ask netspend to file a dispute claim for you.

You people make me sick always crying and complaining and posting untruths on this website,reaD BEFORE YOU PURCHASE SOMETHING AND MAYBE YOU WON'T HAVE THIS  PROBLEM, AND QUIT BLAMING THE COMPANY THAT YOU CHOSE, TRUST NETSPEND DOES NOT NEED CONSUMERS LIKE YOU,AND THEY SURE IN HELL DIDN'T ASK YOU TO BUY THEIR CARD.

Ok Well I have had an account with this company for almost two years now and have recently experienced some of the best customer service I have seen in a very long time. I will spare unnecessary personal details, but I will say this. I am very broke at the moment and $80 is allot of money to me right now. After simply following the 'chain of command' I got my desired result. My point is, if you are not satisfied with a company's customer service practices tell them and they WILL fix it. Get off the cross, somebody needs the wood! Student
