On Sept. 23rd, 2011 Contract Signed
We met Tom Conrad at the Home Show at Miami Beach Convention Center a month o so before he came to our home, at our request, to give us an estimate on accordion shutters.
That day on Sept. 23rd/2011 he seems to me and my wife a very honest and serious person. He talked about the company, showed us all the licenses and recommendations papers he had; he also told us how many years they had been in business.
All those reason make us decided to sign the contract that day. He told us that day the job was going to be finished in 1 or 2 month which sounded reasonable to us.
After that, I tried to call him two or three times at the telephone in his business card (954) 815-3444, but he never called me back. That seen very strange and we started looking for a website; only to find out they did not have one. I went to the address he gave me as the warehouse, 1497 NW 153 Ave. in Pembroke Pine and it was not a warehouse, it was a residential area.
Finally on December 6, 2011 he came to pick up a check for the initial payment of $8,950.00; he explained to us that sometimes he does not get the messages and gave me his cell phone number (561) 214-0318 and his brother Rick (561) 214-0319.
I called him 2 weeks later to let him know that we were going to be out of town for a few days at the end of the year and he told me he was going to make a note of that because about that time he promised me that the order was going to be ready for installation in January. Since that time they have not answer my calls any more.
The first week of April/2012, we went to the Home Show to see if they were there, and they were.
I approached him and he told me the order should be about ready, I told him that was already 6 month. He told me he was going to check the status of the order and call me the following week.
It has passed all these time and he has not called me. Not only that, his telephone is not a working number any more and his brother Rick does not answer the message.
The first week of May I called Jeff Strump, the owner of the company, I explained every thing to him, he seemed he did not know why that was happening, and he also told me that he was going to talk to them. The same day Rick called me to make an appointment for the installation of the shutter (accordions) for June 4, 2012.
Naturally, on Sunday, June 03/2012 Tom left a message on my home phone to say that our material did not come on the truck; they will call me as soon as they knew when it is coming.
Days later, I called Jeffrey Strump again and he started telling me excuses, things I do not understand about engineering he also told me that he was going to call me the following week.
On July 12, 2012, a letter with "Signature Request" was sent to Jeffrey Strump, copies attached, which he signed as received and until today we have not heard from him and nothing has been done.
As retired couple we feel that we have been

The complaint should be aginst Rick Conrad and Tom Conrad and not Paragon Construction. I have been the qualifier and owner of Paragon Construction for the past 24 years. During that time our reputation for efficient and economical completion of all projects was untarnished. The Conrad brother collected deposits and did not perform work. They used my credentials and company name illegally. Once I was notified, I either returned the individuals money out of my own pocket or performed the work that was promised. I was able to complete their project.
At this point DBPR and the local police have been contacted about Rick Conrad and Tom Conrad. DBPR has told me that they have done this with at least one other contractor. The listed issues came about from them illegally using my information. Even though I was not aware of the deception, I satisfied every person that they took advantage of.
