contacted your card company and not dicked around with this "Paul".
I was actually looking at some stuff on this website not too long ago. Im glad I held off on ordering anything.
Doesn't really seem too safe to me now.

they have almost no effect whatsoever in power usage or savings.

I would just pursue, through any means available, a refund. The devices, likely consist of a couple of MOV's for "surge protection", a couple of cheap capacitors and a pilot light.
That's an awful lot of money for something that is virtually worthless to a homeowner.
Sorry you got scammed by this apparently disreputable company...good luck.
