Beware of incompetent, and arrogant administrators, Superintendent Kelt Cooper, and sidekick, Assistant Superintendent, Deputy Orozco. After having numerous conferences, and sending many letters, without answers, to my son's school teacher, and principle, my questions, and concerns remained unanswered. I knew that if my questions, and concerns were not taken care of at the school level, there was a school policy in place to guarantee I get an answer, if I ask the Superintendent. After sending many letters to Kelt Cooper, and another to Deputy Orozco, my questions, and concerns were never answered, thus, violating the school policy. Ignoring a concerned parent is not an option, but a violation. This Superintendent Kelt Cooper, has a history of questionable actions, including taking pictures of students crossing the border of Mexico, (this district is in a border town) and attempting to have them withdrawl from school, on the spot, only because they have crossed the border on their way to school, which is not any offense. Another questionable action was made when he without warning, withdrew his application to become Superintendent of the Issaquah, Washington School Dist. An upper class, mostly white district. His reason- The disrict needs a leader who is a close fit. In my case, I pay a huge amount of taxes, which most of the money, goes to the disrict. If I have questions, I expect an answer. If high paid administrators will not perform their duties, as required, then I recommend that they both resign, and take a job as a goat herder, that way they won't be required to answer any questions! Del Rio Schools Need A Good House Cleaning, & Moral Boost! Our schools here in Del Rio, Texas need a good cleaning, & I don't mean the floors! We have some arrogant, uncaring, administrators, who don't like to follow the rules. If you complain about their actions, you will likely face retaliation in some form.
I had filed a Rip-Off report # 733993 last year about this administration, because of unanswered questions, and a request for an evaluation for special education. Totally ignoring my request, was a violation of federal law. I didn't file a complaint against the officials, or district. I decided to enroll my kid into another school when this school year began.
This year, my other kid, who tranfered into the public school from another school has been bombarded with retaliation. I can only assume the retaliation has been suggested, or ordered by Superintendant Kelt Cooper. Principle of the high school Dr. Jorge Garza, and his 4 assistant principles have all participated in the retaliation that I'm alledging.
I have had to file a complaint with The United States Department Of Education. They have accepted my complaint for further investigation. It is currently an ongoing investigation. We are scared of what they (school officials) will attempt to do next.
After officials learned of my federal complaint, they have continued their retaliation, and harassment. They now have even attempted to intimidate me by using my kid as "bait" in an attempt to have me lose my temper, and have me arrested. They had purposely removed my kid from class on a final exam day, and had called me to come pick up my kid, as the kid was being suspended for "dress code violations". This was an attempt to make me angry. When I decided to leave with out taking my kid with me, as I was disgusted at what I sensed was a "fishing" attempt to cause harm, or try to make me lose my temper, so I may drop the charges I have filed against them. They then "forgot" the suspension, and changed it to a "verbal warning". They then sent the kid back to class. That is just one example of the type of suspicious behavior these officials have exhibited towards my family after my filing of the previous Ripp-Off report, and letters complaining to them, last year.
I have discussed problems in this district with other people, and they have expressed fear to complain, because of their concerns about retaliation. Maybe they knew more than me. I'm not sure if there is any other help for our situation, but I do want to publicise what has happened. I welcome suggestions. Many times parents are worried about the other students in the school causing harm or trouble. In our case, we are more worried about the school officials causing harm or trouble.

I have updated my original complaint with some new photos, of the type of work that I recommend for these two individuals. Since they have refused to answer my questions. The rules of the district dictate that any requests, or questions from parents of children must be answered. You fellows have chosen the path of ignorance, and lazyness, apart from breaking the rules. How many other times have you repeated these actions with other students, and their parents. I would like to hear from other students, and their parents if there are, or were other incidents of violations, or failure to answer your questions, and/or complaints. I believe there are many more examples of these types of violations. Hopefully your violations pertaining to me are the last ones you fellows will ever commit. From your inactions concerning my case. I don't think that neither of you have any integrity, and should not be in the positions you are in, overseeing a district, many who are living in poverty, and have special needs. You both need to resign. I recommend a job herding goats for both of you. You fellows don't like to be asked important questions, and you won't be harming the futures of any students. That is why I recommend a new carreer for both of you. Are there any ranchers near Del Rio Tx, that will give these guys a job should they agree with my recommendations?
