Whether by email or regular mail, I would think they owe you documents spelling out your contract's terms and conditions, as well has your monthly charges, itemized.
If you're not getting help from regular customer service, try their executive corporate offices.
If that gets you nowhere, contact your state agency overseeing mobile phone carriers.
Simply filing a complaint with the Feds would probably result in slower resolution than going to the state agency, and don't just file. Ask them what your rights are here, and what T Mobile's required to do for you.
Last, your grammar is terrible. To quote you, "surprised to find that the changes are what I have agreed to". Clearly you intended to write "NOT" agreed to. If you speak such mistakes as you wrote them, no surprise you and whoever you're dealing with will never get the story straight. Proof read whatever you write to anyone regarding this before you send.
