I too was ripped off by Richard Bradford and had to complete the pool by another company. The amount is higher than the $10K required for small claims court; however, a Fulton ADA has advised that I can go before the Judge and request an investigation. If the Judge determines that Richard comitted fraud, than an arrest warrant can be issued. I need additional "victims" to provide me with proof prior to appearing before the judge. Please file your Rip-off Report here if you have been a vctim!

Call him and ask for your money back or a completion of the job. If he denies you your request then go to your local police department and file a criminal complaint--Theft by Deception." Do not allow the detectives to say it's a civil matter. Your argument is that the guy pulled a flimflam on you.
Also, he may have filed for bankruptcy, changed his company's name and listed you as a debt. You should check into that, because if he collected the scratch from you right before filing for bankruptcy that's fraud. Call and ask for your money back--if he says he filed bankruptcy tell him you intend to report him to the IRS for bankruptcy fraud.
You never know--maybe he intends to come back and finish. Read your contract, you may be shocked to find he's given himself a year or more to complete the job. If you call in another contractor you may be in breach of contract and out the money.
Before doing anything ask him.

Richard Bradford changed the name of his company to Safeway Quality Pools and is still in business! We've never heard from him again - he even changed the name of his business. He says he is a "Pool People USA Authorized Builder".
