Wefesy Instagram ad ripoff

I saw an ad on Instagram where Wefesy offered a grass cutter plus 20 tooth blade for $39.99. I ordered this item. What arrived was the 20 tooth blade only with no grass cutter.
I sent Wefesy customer support an email and asked where the grass cutter was. They responded in a few days and said I only ordered the 20 tooth blade. I sent them a picture of their ad (see attached) but they continued to say I only ordered the 20 tooth blade. I told them I wanted to return the item for a credit. They said that woudl be subject to a $20 shipping fee paid to them (original shipping cost was only $7.99 plus a restocking fee of 25%. The total of this was pretty close to what I originally paid. They never provided their return shipping address nor a return authorization.
I then asked if I could pay the difference between what I recieved and what the grass cutter woudl cost. They responded they do not sell grass cutters. They suggested their 20 tooth blade would make a great gift.
This is a scam and ripoff and want to warn any other consumers out there about them. I can find no address or country or origin for them in my searches of their website or the Internet.
